By gradually upgrading to a smarter, more scalable and efficient parking enforcement model, the City of Hallandale Beach is on pace to increase its parking citation revenue to $1 million annually, a 49% improvement over the previous fiscal year.

The process began with fixed LPR cameras and Ticket-by-Mail at off-street parking facilities.
The success at off-street properties has led the city to actively seek to expand its Ticket-by-Mail enforcement model to include curbside management using vehicle-mounted LPR or fixed LPR hardware.

The city is also researching AI-enabled enforcement tools (such as curb digitization and autonomous vehicles) to provide overnight enforcement coverage.

Harvey Figueroa, Parking Manager, City of Hallandale Beach Police Department, Parking Enforcement Unit

Harvey Figueroa is a long-time industry veteran with 40 years of hands-on experience. He honed his operational skills in New York City working for Harold & Jerry Gottesman at Edison Parking, Charles Huntzinger at Central Parking System, Sonny Schwartz at Kinney Systems, and Steve Aiello at Standard Parking.

In 1998 he was recruited by Rafael Llopiz to start Quik Park’s parking operation in South Florida. In 2002 he was again recruited to start another firm’s entrance into the Florida market – Imperial Parking – Canada’s largest parking operator. In 2007 he ventured on his own and started a third company – EZ Parking. Harvey sold his leasehold interest after 11 successful years of operation.

In 2019 Harvey took his specialized skill set to the City of Deerfield Beach as their Parking Supervisor. In 2022 he joined the City of Hallandale Beach Police Department where he currently oversees their Parking Enforcement Unit and the city’s parking program.

Sgt. James A. Olivieri, Senior Enforcement Advisor, gtechna

James Olivieri joined gtechna in 2014 as the Sr. Enforcement Solutions Advisor. He retired from the Canadian Armed Forces after serving close to two decades. James retired as Sergeant in 2007, receiving the Canadian Service Medal for years served along with many qualifications from operations to leadership roles. He Spent 12 years as the Advisor for a tech company assisting and supporting police and government agencies deploying wireless encrypted data communications improving compliance and officer safety initiatives. He is involved in many strategic advisory roles during the implementation of parking and traffic enforcement technologies in cities such as Pittsburgh Parking Authority, Minneapolis, MN, Washington DC: Metropolitan Police, City of Sacramento, CA, and the City of Milwaukee, to name a few. He completed the Executive Development Course at McGill’s Desautels faculty of management in 2018. Finally, James celebrates 21 years of marriage, two children, ages 17 and 18, and a chocolate Labrador Lucy. James is an Avid outdoorsman and loves both fishing and hunting

Ben Pisch, VP Clients and Markets NA, SenSen

Ben Pisch is a seasoned parking management expert with over 8 years of experience in overseeing and enhancing parking operations. His leadership roles at the City of Calgary and the University of British Columbia (UBC) Okanagan have provided him with extensive knowledge in managing large-scale parking systems. Ben is particularly skilled in enforcement strategies and ticket-by-mail operations, and is known for improving the efficiency and effectiveness of parking services in complex urban and institutional environments. Since joining SenSen in 2021, he has successfully paired his deep operational expertise with AI-driven technologies, giving him a well-rounded ability to tackle parking management challenges through innovative, technology-based solutions.
