By gradually upgrading to a smarter, more scalable and efficient parking enforcement model, the City of Hallandale Beach is on pace to increase its parking citation revenue to $1 million annually, a 49% improvement over the previous fiscal year.
The process began with fixed LPR cameras and Ticket-by-Mail at off-street parking facilities.
The success at off-street properties has led the city to actively seek to expand its Ticket-by-Mail enforcement model to include curbside management using vehicle-mounted LPR or fixed LPR hardware.
The city is also researching AI-enabled enforcement tools (such as curb digitization and autonomous vehicles) to provide overnight enforcement coverage.

Harvey Figueroa is a long-time industry veteran with 40 years of hands-on experience. He honed his operational skills in New York City working for Harold & Jerry Gottesman at Edison Parking, Charles Huntzinger at Central Parking System, Sonny Schwartz at Kinney Systems, and Steve Aiello at Standard Parking.
In 1998 he was recruited by Rafael Llopiz to start Quik Park’s parking operation in South Florida. In 2002 he was again recruited to start another firm’s entrance into the Florida market – Imperial Parking – Canada’s largest parking operator. In 2007 he ventured on his own and started a third company – EZ Parking. Harvey sold his leasehold interest after 11 successful years of operation.
In 2019 Harvey took his specialized skill set to the City of Deerfield Beach as their Parking Supervisor. In 2022 he joined the City of Hallandale Beach Police Department where he currently oversees their Parking Enforcement Unit and the city’s parking program.
