Parking Facilities Corporation (“PFC”) has issued a Request for Proposals (“RFP”) to identify and select a qualified parking and transportation management company to oversee the certain new and existing operations at Louis Armstrong International Airport (“MSY”). A new passenger terminal is currently under construction at MSY. New parking facilities are being developed and new shuttle operations are being instituted because of the new terminal construction.

The operations included in this RFP solicitation are comprised of the following:

1) Existing 2,470-space Long-Term Parking Shuttle Garage
2) Currently being developed 2,800-space East Garage
3) MSY Employee Shuttle (to bring MSY employees to and from Employee garage to and from North Terminal)
4) Long-Term Parking Garage Shuttle (to bring Long-Term Garage patrons to and from North Terminal.)

This Parking Facilities Management and Shuttle Operations Agreement would be for an initial term of five (5) years, beginning on or about January 1, 2019, with up to five (5) one (1)-year renewal terms.

This opportunity is one of two RFP’s being issued this summer at MSY. The New Orleans Aviation Board (“NOAB”) will issue an RFP for the management of two additional new parking facilities at MSY, also scheduled to open in early 2019.

There will be a mandatory onsite meeting at MSY (meeting location to be determined) for all interested proposers for the PFC Parking Facilities Management and Shuttle Operations RFP, on Monday, June 18, 2019 at 11:00 AM (CDT). The full RFP schedule is addressed in the RFP document.

PFC is preparing a Draft Management Agreement document, to be included in his RFP, and this document will be forwarded to all interested proposers as soon as it is available.
