Annual study shows median structure construction cost reaches $33,300 per space as material costs, labor shortages, and code requirements continue to reshape project budgets
WEST PALM BEACH, Fla. — WGI Inc. has released its 2026 Parking Structure Cost Outlook, revealing that the national median construction cost for a new parking structure has increased to $33,300 per parking space, or $98.75 per square foot. This represents a 6% increase over the 2025 median cost of $31,400 per space.
Now in its 20th year, WGI’s annual Parking Structure Cost Outlook has become one of the industry’s most widely referenced benchmarks for developers, municipalities, healthcare systems, universities, airports, and commercial real estate owners planning new parking facilities. Since publishing the inaugural study in 2006, WGI has maintained a proprietary database of hundreds of parking structure projects across the United States, enabling year-over-year analysis of construction costs and regional market trends.
“Our goal is to provide owners and developers reliable data they can use to make better budgeting and planning decisions,” said Raymond Smith, PE, Vice President at WGI Parking Solutions. “Parking structures represent a significant capital investment and understanding how costs are changing across different markets is essential during the earliest stages of project development.”
The 2026 study draws upon WGI’s proprietary database of parking facility projects of varying sizes, complexities, and geographic locations. Historical project costs are normalized using Engineering News-Record’s (ENR) Building Cost Index together with RSMeans location factors to establish a current national median construction cost and project localized costs for nearly every major U.S. city.
To ensure consistency, the analysis excludes statistical outliers such as underground parking facilities, parking located beneath occupied buildings, and projects that are unusually large or small. Older projects have also been removed from the database to better reflect today’s parking facilities, which increasingly incorporate architectural enhancements, sustainability features, advanced technology, electric vehicle charging infrastructure, and other amenities that were uncommon in previous decades.
The report finds substantial differences in construction costs across the country. Among the cities analyzed, San Francisco remains the nation’s highest-cost market at $43,000 per space and $126.40 per square foot. Houston remains the most economical major market at $27,806 per space and $82.46 per square foot.
The published figures represent hard construction costs only. Total project budgets typically increase by an additional 15% to 25% once soft costs, including architectural and engineering services, geotechnical investigations, permitting, environmental assessments, financing, legal expenses, administrative costs, and land acquisition, are incorporated.
According to WGI’s analysis, developers should anticipate continued moderate increases in parking structure construction costs throughout 2026 and the near term. Several factors continue to place upward pressure on project budgets, including:
- Ongoing volatility in concrete and reinforcing steel pricing.
- Persistent shortages of skilled construction labor.
- New fire suppression requirements.
- Expanding electric vehicle charging infrastructure mandates.
- Tariffs affecting structural steel and aluminum products.
Although overall construction inflation has moderated compared with recent years, parking structures remain particularly susceptible to material price fluctuations because of their heavy reliance on concrete, reinforcing steel, and structural systems.
“We don’t expect dramatic cost spikes,” said Rob McConnell, PE, SE, LEED GA, Vice President at WGI Parking Solutions. “Instead, we anticipate that the industry will face a period of steady and sustained construction cost escalation that owners should account for during long-term capital planning.”
