Curb the Chaos: LPR and Ticket-by-Mail Innovations in Hallandale Beach

By gradually upgrading to a smarter, more scalable and efficient parking enforcement model, the City of Hallandale Beach is on pace to increase its parking citation revenue to $1 million annually, a 49% improvement over the previous fiscal year.
The process began with fixed LPR cameras and Ticket-by-Mail at off-street parking facilities. The success at off-street properties has led the city to actively seek to expand its Ticket-by-Mail enforcement model to include curbside management using vehicle-mounted LPR or fixed LPR hardware. The city is also researching AI-enabled enforcement tools (such as curb digitization and autonomous vehicles) to provide overnight enforcement coverage.
