Session Description: IPMI’s Policy & Legislative Cohort provides strategic guidance and recommendations on policies and regulations impacting the parking and mobility industry. Join experts from the cohort as they discuss policies and regulations that influence industry operations, management, and growth. The cohort’s develops best practices and research based on IPMI’s members’ needs and the most critical issues facing our community, including accessible parking and placard abuse; regulations that foster (or hamper) effective enforcement; transportation equity; curbside management, and more. Attend to gain real-world insights from case studies that showcase how smart parking and transportation policies can foster successful programs and operations.

Brett Wood, PTMP, PE, Founder and President, Wood Solutions Group
Brett Wood, PTMP, PE is the founder and president of Wood Solutions Group, a parking and mobility consultancy focused on realistic and implementable solutions. Brett is a recognized industry expert in right-sized parking systems, parking and mobility management, and implementation of progressive parking and mobility policies. Throughout his 20+ year career, he has been at the forefront of parking and mobility program design and creation of innovative parking management practices. Brett was named IPMI’s Professional of the Year in 2025.

Ken Husting, P.E., SHRM-SCP, Principal Transportation Engineer, City of Los Angeles DOT
Ken Husting is the Principal Transportation Engineer for LADOT’s Bureau of Parking Management. As bureau head, Ken is responsible for five divisions: Parking Adjudication, Parking Facilities, Parking Meters, Parking Permits, and Parking Citations. He leads a team of engineering, technical and administrative staff charged with managing and maintaining citywide parking operations, technology, and infrastructure assets, including 111 parking facilities and 36,000 on-and off-street metered spaces. A licensed civil engineer, Mr. Husting has over 25 years of experience with LADOT and prior to joining parking served as the Highway Program Manager responsible for delivery of transportation capital projects. Mr. Husting holds a Master of Public Administration from the University of Southern California, and a Bachelor of Science in Civil Engineering from California State University, Long Beach.
David Carson Lipscomb, Curbside Manager, District Department of Transportation
David Lipscomb is the Curbside Manager at the District Department of Transportation (DDOT). In this role, David is responsible making for facilitating the safe and efficient transfer of people and goods to and from the curbside. His major projects include planning and evaluating motorcoach parking, managing DDOT’s pick-up/drop-off (PUDO) zone and short-term parking pilot programs, parking sign redesign, post-COVID curbside management planning, automated curbside enforcement, and development of an interactive curbside management hierarchy tool. Additionally, David serves as an advisor on the District’s For-Hire Vehicle Advisory Council. David previously served as a Curbside Management Planner for DDOT as well. David has a master’s degree in Community Planning from the University of Maryland, College Park. Additionally, David has more than a decade of experience in journalism and communications. David is a District native and has long term interests in multimodal transportation planning.
