On May 19, 2026, IPMI Technology Committee hosted a Webinar session titled Global Enforcement Technologies: A Look at the Most Innovative Enforcement Tech from Around the World and What We Can Adopt.

Presenters:

Carmen Donnell, PTMP, Managing Director, NA, PayByPhone

Nick Mazzenga, PE, Associate, Kimley-Horn and Associates, Inc.

Summary:
This webinar, presented by Nick Mazzenga, PE, and Carmen Donnell, PTMP, co-chairs of IPMI’s Technology Committee, explored global parking enforcement technologies and their potential use in North America. The presenters examined international examples including Amsterdam, Rome, the United Arab Emirates, Adelaide, China, and Bogotá, highlighting approaches such as tax-based parking, SMS-first enforcement, sensor systems, valet robots, and behavioral science techniques. While many of these technologies are feasible in North America, the discussion emphasized that cultural, legal, and governance differences present major challenges. The presenters concluded that staffing, public trust, and governance are often bigger barriers than the technology itself and encouraged organizations to focus on compliance-first strategies, pilot programs, and locally tailored solutions.

Key Takeaways from the Webinar Session:

Global Parking Enforcement Technologies
Nick and Carmen discussed how global parking enforcement approaches differ by region while sharing common goals around compliance and access. They explained that North America has shifted from measuring ticket volume to measuring compliance through paid transactions and fewer disputes, though cultural and legal differences limit direct transferability of global models. They also reviewed five eras of parking enforcement technology and emphasized that staffing, governance, and public trust are often greater challenges than the technology itself.

Global Parking Enforcement Strategies Comparison
Carmen compared parking enforcement strategies across six international locations, including Amsterdam, Rome, the UAE, Adelaide, China, and Bogota. The presentation highlighted approaches such as tax-based parking systems, limited traffic zones, SMS-first compliance, app-based enforcement, valet robots, and behavioral science tactics. While many technologies already exist in North America, cultural and regulatory barriers may limit implementation, though compliance-focused messaging and behavioral “nudge” tactics could be adapted.

Technology-Enabled Enforcement Models
Nick and Carmen reviewed emerging North American enforcement models, including gig-based field staff, camera-equipped fleet vehicles, and public evidence submission through mobile apps. They noted these approaches can expand coverage without increasing payroll but require strong governance, auditability, and public trust. Key takeaways included the importance of human oversight, local context, and governance in determining successful enforcement strategies.
