Our topic for the roundtable will focus on parking governance models, responsibilities, and roles, and explore how different models impact operations, especially with regard to navigating curb management as mobility modes and demands at the curb are transforming our cities.

David Lipscomb, Curbside Manager, District of Columbia DOT
David Carson Lipscomb is the curbside manager at the District Department of Transportation. Lipscomb is responsible for managing curbside programming and operations include implementing DDOT’s pick-up/drop-off zone pilot program, planning and evaluating motorcoach parking, post-COVID curbside management planning, and neighborhood parking planning. Lipscomb has a Masters in Community Planning from the University of Maryland, College Park. Additionally, he has more than a decade of experience in journalism and communications.
