Kurt Matthews is the retired Manager of Parking Services for the City of Boulder, CO. Prior to retirement Kurt spent 34 years as a police officer and supervisor. As the Parking Manager Kurt oversaw the enforcement activities of 12 Parking Officers and managed 5 garages, 2700 on-street metered spaces, as well as general parking issues for the City of Boulder. Kurt has trained hundreds of police officers and parking officers on enforcement principles. Kurt is a strong believer in looking at enforcement as a tool to obtain voluntary compliance rather than purely a revenue source.
