CA A 2989 permits a local authority to authorize the operation of a motorized scooter on a highway with a speed limit of up to a specified speed and would additionally allow for operation of a motorized scooter on a highway with a higher speed limit if the motorized scooter is operated within a Class IV bikeway. Specifies that the existing maximum speed limit applies regardless of a higher speed limit applicable to the highway. Requires an operator to wear a helmet only if they are under a specified age.
